Position Summary:
The Program Manager of Collaboration will work collaboratively to support a variety of projects and strategies that aim to build strong families, restorative and trauma responsive schools-communities-organizations, and safe environments for children and youth in Baltimore City.  Working closely with city-wide agencies, community based organizations, and institutions of higher education the Program Manager of Collaboration will support the implementation of evidence-based practices and ensure they are reflective of local and national best practices.

Essential Functions

  • Provide support to various collaborative efforts that support Baltimore’s child welfare and juvenile justice system and other human services-related work.
  • Act as Family League’s liaison to Baltimore’s Department of Social Services with regard to initiatives such as Family Stability, Family Recovery Program, Ready by 21, Early Intervention Family Support, Keys to Success, and more.
  • Provide expert consultation and guidance in the area of child welfare to various collaborative workgroups with which Family League is involved.
  • In concert with the Director of Data & Evaluation, coordinate research that is relative to assigned subject matter areas. Research and evaluate existing and proposed programs for efficacy and feasibility.
  • Facilitate a wide range of workshops related to family stability, early intervention services, restorative practices, and trauma informed care
  • Actively contribute to the public policy work of Family League to provide perspective from a child welfare and human services standpoint.
  • Represent Family League and DSS on several local, regional, and national coalitions and workgroups.
  • Convene meetings and collaborative stakeholder groups to ensure progress of work that includes community voice.
  • Track data and report on various measures in line with Family League’s commitment to Results-Based Accountability.
  • Develop and maintain strong working relationships with school and city officials, youth related stakeholders, local elected leaders, and others related to the work

Other Functions

  • Support the work in other education related strategies affecting children from Pre-K through High School
  • Assist in other advocacy efforts as deemed appropriate by the Senior Director of Collaboration and/or President & CEO
  • Perform other duties as assigned by the Senior Director of Collaboration.

Experience Requirements

  • Commitment to working with a diverse team on implementing culturally inclusive practices and participating in dialogue on equity in the communities served.
  • Expertise in child welfare and human services is required.
  • Must have a minimum of three years’ experience in project management
  • Strong background in restorative practices and knowledge of trauma-informed care.
  • Demonstrated ability to develop and implement strategies that lead to successful achievement of goals
  • Experience working with Baltimore City Department of Social Services, Baltimore City Public Schools, Baltimore City agencies, public officials and state agencies is a plus
  • Strong track record in leading broad-based, multicultural coalitions. Extensive knowledge of and commitment to racial equity is required
  • Ability to work independently, within a team environment and support collaborative efforts to accomplish goals and objectives
  • Past experience using Results-Based Accountability framework is a plus.
  • Excellent project management and customer service skills
  • Superior interpersonal, verbal and written communication skills. Proven ability to establish and maintain strong relationships
  • Baltimore City residency strongly preferred.

Travel Requirements
While performing the duties of this job, employees are regularly required to travel throughout the local region (mostly within Baltimore City) to meetings and special events. Occasional out-of-town, overnight travel may also be required. In regular performance of this job, employees spend approximately 40% of time out of the office.

Physical Demands
While performing the duties of this job, employees are regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus. Independent mobility to off-site meetings and events is required.

Mental Demands

Additional Information 
This position qualifies for a cell phone stipend in the amount of $60/month
This position is eligible for telework and/or compressed workweek benefits [after 90 days of employment].
Annual salary is $55,000.
